This is a larger-bore washer than the 3/16 in washer used more generally on the machine, and it belongs with the 5/16 in fastenings rather than the #10 and 1/4-20 hardware. Fitting the wrong bore size is the common mistake here: a washer with too large a hole lets the fastener head pull through or sit off-centre, and one with too small a hole will not seat flat on the shoulder it is meant to bear against.
