What the filter plate does

Clamping pressure from the filter cap alone would load the HEPA filter unevenly, pressing hardest where the latches are and barely at all in the middle. The filter plate is what turns that point loading into even pressure across the whole sealing face of the filter. It is the difference between a filter that seals all the way round and one that leaks at its centre while looking perfectly well fitted.

Because it is under constant compression and sits in the warm air path, the plate slowly takes a set. A plate that has bowed no longer presses flat, and the filter it is holding starts to bypass.

When the filter plate needs replacing

Replace it if the plate is cracked, visibly bowed or dished, if its edges are chipped where the filter seats, or if you fit a new HEPA filter and still see dust downstream. It is worth laying the plate on a flat surface to check — a bow of even a couple of millimetres is enough to unseal a filter across its middle.

Replace the plate together with the filter cap (B352-1000) if both are aged; they work as a pair and a new plate in a tired cap will not restore proper clamping.
