USS-pattern washers have a wider outside diameter and a larger clearance hole than the SAE pattern of the same nominal size. That extra face area is the point: it spreads the clamping load of the screw head across a bigger footprint, which is what you want when the fastener is pulling down on sheet metal or a plastic moulding rather than on solid steel. Leave the washer out and the head digs in, the joint relaxes as the material creeps, and the fastener loosens.
