USS-pattern washers have a wider outside diameter and a larger clearance hole than the SAE pattern of the same nominal size. That extra face area is the point: it spreads the clamping load of the screw head across a bigger footprint, which is what you want when the fastener is pulling down on sheet metal or a plastic moulding rather than on solid steel. Leave the washer out and the head digs in, the joint relaxes as the material creeps, and the fastener loosens.
Flat washers are cheap and easy to lose, and the temptation on reassembly is to skip the ones that fell on the floor. Don’t — on a machine that vibrates continuously the washer is doing real work. Replace any that are dished, burred around the bore, or corroded enough to have lost their flat face; a washer that is no longer flat concentrates load at its edge instead of spreading it.
