SJT is a junior-service thermoplastic jacket rated for the kind of dragging, kinking and floor contact a commercial cord takes, which is why it is the grade the factory specifies and why a hardware-store lamp cord is not a substitute. When a cord must be replaced rather than repaired
Any cut or nick that exposes the inner conductors is the end of that cord, and so is a section where the jacket has gone hard, flattened or discoloured from heat. Taping a damaged section is not a repair on a machine that is used commercially: the tape hides the damage from the next inspection and does nothing for the conductor underneath. Replace it, and while the handle is open fit a new cable clamp if the old one is loose, because a cord with no strain relief is a cord that will fail again at the plug end.
