It does a different job from the circuit breaker. The breaker reacts to current and protects the brush motor from a jam; the thermal switch reacts to heat and protects the machine from running hot. Heat on an upright almost always means restricted airflow — a full bag, a blinded filter, a blocked hose — because the air that carries the dust is also the air that cools the motor.
